Catching Fire takes place in a fictional country called Panem which is located in present day North America. The Capitol is located somewhere in the "Rockies," probably referring to the Rocky Mountains of the western United States. District 12, Katniss' home district is located in the coal-rich region called "Appalachia," also probably referring to the Appalachian Mountains in the eastern United States. There are a total of 12 Districts, but there once was a 13th which was destroyed in the rebellion. The Hunger Games takes place in a stadium specially built for the event, but is never specified where.
There are talks of a rebellion against the Capitol, one that Katniss and Peeta may have helped happen. Much to her shock, Katniss has fueled a rebellion and what scares her more is that she's not entirely convinced she should try to stop it. As time draws near for Katniss and Peeta to visit the districts on the Capitol's cruel Victory Tour, the stakes are higher than ever. If they can't prove that they are lost in their love for each other, the consequences will be horrifying. In The Hunger Games, Katniss Everdeen and Peeta Mellark, the tributes from impoverished District Twelve, thwarted the Gamemakers, forcing them to let both teens survive.
